中新网广州5月19日电 (蔡敏婕 莫冠婷)5月19日是第三十四次全国助残日，今年助残日主题是“科技助残，共享美好生活”。近年来，广东民政部门以信息化、智能化的数据平台为支撑，探索“线上+线下”智慧手段，加强残疾人关爱服务。
据介绍，广东已实施残疾人两项补贴申请“跨省通办”“全程网办”，实现“马上办、就近办、一次办”。残疾人可通过登录“国务院客户端”小程序等终端，全程在线提交申请、查询、修改证明材料，足不出户申领两项补贴。截至今年4月，广东省已办理“跨省通办”138例、“全程网办”2011例。
此外，广东省民政厅建设了低收入人口动态监测管理系统，为精准认定社会救助对象，构建覆盖全面、分层分类、综合高效的社会救助体系提供数据支撑。平台上线以来，将135万残疾人纳入低收入人口库；累计预警核实残疾人66674人次，其中纳入民政救助7643人次，转介其他部门救助1837人次，并持续跟踪评估救助成效。
截至目前，广东共有38.7万名残疾人纳入低保，8.2万名残疾人纳入特困供养。今年以来累计对困难残疾人实施临时救助5563人次。
据悉，广东自2004年以来持续开展“孤儿医疗康复明天计划”项目，拓展救助对象和救助内容，从集中供养孤儿拓展到散居孤儿，从手术治疗拓展到非手术、体检、康复。2021年至2023年，累计救治孤儿近1万人次。同时，建立了儿童福利机构残疾儿童省市县三级医疗救治“绿色通道”，实现29家省级知名医院与全省106家儿童福利机构无缝对接，2021年以来通过“绿色通道”累计救治孤残儿童约1.5万人次。(完)
